Description: Under the general direction of the County Executive directs, manages and regulates the Department of Health and its delivery of public health services throughout the County, including environmental sanitation, communicable disease control, personal health services, preventive healthcare, and health education. The Public Health Director shall have and exercise all the powers and duties conferred or imposed by Public Health Law or any other law, except as otherwise provided by the Charter. Appointment to this position is by the County Executive in consultation with the Board of Health, and with confirmation by the County Legislature and the incumbent shall serve at the pleasure of the County Executive.
   
Compensation: To Be Determined
Qualifications: Must meet the minimum qualifications set by the New York State Sanitary Code and Article 5 of the Ulster County Charter, as follows: Licensed physician who is currently registered to practice medicine in New York State and two (2) years of experience in public health administrative practice that demonstrates the knowledge and skills to administer public health programs including workforce and budget management, effective communications, effective establishment and implementation of policy or business goals, and compliance with legal requirements and: 1. Certification by the American Board of Preventive Medicine; or 2. A Master's Degree in Public Health from a regionally accredited or New York State registered college or university that demonstrates the core competencies of a masters in public health (Biostatistics, Environmental Health Sciences, Epidemiology, Health Policy and Management and Social and Behavior Sciences) or a masters degree in a related field from a regionally accredited or New York State registered college of university. Related fields include public health nursing, health administration, community health education or environmental health. All appointments to the position of Public Health Director must be approved by the State Commissioner of Health. The candidate must produce proof of US citizenship. Special Requirement for appointment to Ulster County positions: In accordance with Ulster County Legislative Local Law Number 14 of 2007 or by other State and Federal Statutes, candidates for employment to all Ulster County positions must obtain clearance for appointment from the Department of Criminal Justice System or other mandated Federal and State regulatory authority based upon fingerprinting and a criminal history background check. This position will require a criminal background check and a candidate will be required to complete and sign a Criminal Background Investigation Release Form. Upon a conditional employment offer, a candidate will be required to be fingerprinted accordingly.
