| Description: |
The Children’s Defense Fund has an immediate opening for a Senior Policy Associate for Child Health. This Senior Policy Associate serves as a key member of the team responsible for CDF’s work on children’s health, including monitoring and analysis of federal and state policy developments in this area. In this capacity, the Senior Policy Associate supports the research, legislative, and coalition-based activities of the team, with a particular focus on health coverage, health disparities, and selected issues of special importance to children, such as health outcomes and nutrition. The Senior Policy Associate works under the overall supervision of the Director of Child Health but supports and collaborates closely with CDF state offices, and other staff members and interns at CDF. The work of the Child Health team is carried out in close coordination with other teams and advisors within the Policy Group at CDF encompassing Child Welfare and Mental Health, Early Childhood Care and Development, Economics and Financing of Children’s Programs, Social Policy Analysis and Research, and the Cradle to Prison Pipeline® Campaign -- all working to ensure that CDF’s mission and goals are translated into concrete child and family policies, programs and outcomes.
The Child Health Team’s overarching objective is that every child has a Healthy Start in life. Our primary goal is to enhance health outcomes by ensuring every child and pregnant woman access to affordable, seamless, comprehensive health coverage and quality health services. . Key tools to achieve that goal include policy analysis and research, advocacy, and coalition building, with special attention to Medicaid, SCHIP, and other health coverage initiatives that hold promise of advancing maternal and child health.
Core Responsibilities:
• Serve as a key advocate for children’s health, representing CDF’s analyses and policy priorities pertaining to child health on the Hill, within key coalitions and national for a as well as at the State level, in collaboration with CDF’s State Offices and strong network of child advocates within all States;
• Assist in development and dissemination of CDF’s Child Health platform, as well as the conduct of the substantive policy research and program assessments underlying that platform, such as identifying promising approaches to expand and improve health coverage and services;
• Prepare memos and background papers to include comparative analyses of legislation, draft policy position papers, reports, fact sheets, speeches and web materials relating to children’s health and health care for internal purposes as well as, on a selective basis, for external dissemination to various audiences including parents, advocates, policymakers and others;
• Track, analyze , and summarize policy related to child health and health coverage, such as federal and state policies/practices, budgets, and legislative developments;
• Both identify needs for new legislation and analyze proposed legislation to advance the well-being of children, youth, and their families;
• Work closely with other organizations engaged in child health in both a formal and non-formal capacity, including provide technical assistance to external organizations on child health related issues;
• Mobilize, lead, support or convene and actively participate in selected coalitions and networks, conferences, task forces and other relevant external activities as needed to advance CDF’s Child Health agenda and Healthy Child Campaign;
• Keep state and national CDF staff up-to-date on the Child Health agenda, both creating information summaries for wide dissemination as well as responding to requests for information or technical assistance from other CDF divisions, state offices, and the external community;
• Work collaboratively with others throughout CDF to attain CDF’s mission and specific child health priorities, particularly with Communications in drafting key media material such as press releases and web materials to ensure technical accuracy of content, and Field to disseminate this information as an integral part of CDF’s social mobilization efforts;
• Oversee child health interns as well as support work programs of other CDF Groups/teams, as their needs dictate, e.g. presentation of child health policy overview and legislation at diverse Institutes, Freedom Schools, etc.

| Qualifications: |
The candidate should have:
• At least a Master's Degree in Public Health, Public Policy or a relevant field;
• At least 4-5 years of relevant work experience (Hill experience a plus);
• Familiarity with Medicaid and SCHIP Programs, and national policy on children’s health, with direct experience in working with such programs and policies a strong asset;
• Excellent research skills, including ability to synthesize extensive information and data into clear reports, briefs, etc;
• Excellent communication skills to develop and present through presentations and written materials core child health data and information to a variety of audiences, including advocates, health care providers, members of the public, and federal, state, and local officials and their staff.
• A proven track record of working well within teams both within and outside his/her own organization, and of effectively leading more junior staff;
• An ability to take initiative, set priorities, efficiently and effectively organize work, respond to an often rapidly evolving work program, and manage multiple tasks simultaneously.
• A demonstrated interest in and commitment to improving the quality of life for children and their families.
