| Description: |
The mission of the Kitsap Tobacco, Alcohol, and Other Substance Abuse Prevention Coalition (KTASC) is to reduce substance abuse and promote tobacco and alcohol abuse prevention among youth and adults by addressing community risk and protective factors, increasing developmental assets for youth and strengthening collaboration between existing community organizations.
KTASC was established in August 2006 by the merger of two, long standing, county-wide coalitions, the Tobacco Free Kitsap County Coalition (coordinated by the Kitsap County Health District) and the Kitsap Substance Abuse Prevention Association (coordinated by Kitsap County Division of Human Service). The KTASC Council is comprised of representatives from the following twelve (12) sectors: Government; Health Care; Youth Serving Organization; Law Enforcement; Business; Parent; Youth. It has recently received a substantial five year Federal grant.
Definition: Under the direction of the District Health Officer and the Program Manager for Health Information Resources, the KTASC Coordinator will plan, implement, facilitate and monitor the activities of KTASC in accordance with its grant requirements and deliverables.
Essential Functions:
•Models and teaches the principles of effective community organizing by demonstrating cultural competence, knowledge of group process and dynamics. Uses effective group facilitation skills to support and develop the individual and collective success of KTASC and its members in meeting the organization’s goals.
•Implements a comprehensive, 5-year work plan based on the grant requirements.
•Assures that grant deliverables are accomplished and the grant reporting deadlines are met.
•Collaborates with Health District staff, community partners and professional organizations to meet the goals and objectives of KTASC.
•Plans and executes an effective communication plan that includes maintaining good records of KTASC proceedings, ensuring clear communication within KTASC membership and promoting the purpose and value of KTASC in the community via media or other channels.
•Stays current on evidence-based best practices related to KTASC goals and shares with KTASC membership.
•Engages in policy analysis which may include data analysis with support from IT or Assessment colleagues at the District.
•Following federal guidelines, engages in advocacy with public officials for policy changes that support the goals of KTASC.
•Coordinates the recruitment, orientation and training of KTASC council members.
•Negotiates and develops necessary subcontracts.
•Creates and delivers program presentations and trainings as required or requested.
•Responds to public health emergencies as required by the District.
•Establishes and maintains cooperative, effective working relationships with coworkers, other District employees, other agencies and community groups, local media and the general public using principles of good customer service.
•Composes responses to routine inquiries from other agencies or the general public.
•Records minutes for various agency and inter-agency meetings.
•Reports for scheduled work with regular, reliable and punctual attendance.
•Performs other related duties as assigned.

| Compensation: |
$ 3,760 - $5,291 per month, DOEQ
Full Time, 40 hours per week
Status: Regular/Exempt

The District offers a comprehensive benefits program designed to meet the needs of all our
employees. Employees choose how their District-paid benefit allowance ($830 per month in
2008) is applied toward the following plans:

remaining District-paid benefit funds are contributed to the employee’s tax-free Health Reimbursement Account for non-covered healthcare expenses. Funds may used immediately or saved as a retirement investment that grows tax-free for future health care
costs.
OTHER BENEFITS
• Annual Paid Leave: 18 days of General Leave to start; 11 paid holidays; and
6 days Extended (Illness) Leave
• Retirement: State of Washington Public Employees’ Retirement System (PERS).
Employees and the District jointly contribute to this defined benefit plan.
• Part-time employees receive benefits prorated per their FTE. |
| Qualifications: |
Minimum Qualifications
A Bachelor’s degree in health education, human services, social work, or other program directly related to position assigned and two years related professional experience; or any equal combination of education and position-related experience that demonstrates competency.
A valid Washington State driver’s license is required at the time of appointment or at a time set by the District.
Incumbents in this classification must pass a criminal background check through the Washington State Patrol.
Knowledge, Skills and Abilities
Demonstrated skill in community organization, coalition building, managing group process and group dynamics; and possession of teaching related skills. Skill in facilitation techniques and managing multiple projects and multiple volunteers. Computer and grant writing skills. Skill at developing culturally appropriate environmental prevention strategies.
Proven ability to work independently and to establish and maintain effective working relations with other employees, subordinates, public and private officials and the public. Effective written and oral communication skills are required. Incumbent must be fluent in office computer software and Internet applications (Word, Excel, PowerPoint, and Explorer), possess a keen attention to detail, and be able to work independently.
Additional Requirements
Travel is required to attend meetings out of state (minimally two meetings in Washington DC, and one additional location); air travel is required. Travel is also required to attend community meetings, conferences, and seminars. The position may require use of the incumbent’s personal vehicle in the performance of job duties when a District fleet vehicle is not available; the District provides mileage reimbursement for personal vehicle use at the standard IRS rate.
