Description: Is primarily responsible for the delivery of health services; plans, organizes, and directs a local public health program; Develops policies for approval by State Health Department and/or Health Committee of Board of Representatives; Develops and implements policy/procedure manuals as needed in accordance with state and local law / policies; Consults with consulting physicians on any required medical policy requiring physician input; Coordinates department data collection, evaluation, and interpretation for the purpose of preparing budgets and proposing programmatic or personnel changes; prepares and maintains annual budget; Works cooperatively with other Departments, community agencies and State Program staff; Maintains community relations; Facilitates the Professional Advisory Committee; Provides leadership in planning Public Health Program requirements and educational activities; Plans, Implements and Evaluates the annual budget; prepares the State Aid application; Municipal Public Health Service Plan; Community Health Assessment and Annual performance reports; Develops and maintains all grant activity; ensuring adequate staff to perform grant requirements; Is self-directing and utilizes own experience base to make logical decisions regarding public health activity in the department to solve problems and ensure the safe delivery of service; Is compliant with Local, State and Federal regulations and provides the necessary leadership to accomplish the stated objectives of the Public Health Program; Ensures recruitment, hiring, orientation, assignment, on going training and supervision of Public Health Program staff and Public Health Nurses; Attends County Committee and Board meetings as necessary to implement the needed changes within the Department; Attends professional association meetings, state department of health meetings, and community committee meetings as required; Works closely with NYS District office regarding all environmental issues; Other duties as requested.
   
Compensation: 55,000-65,000
Qualifications: (a) Graduation from a regionally accredited or New York State registered college or university with a Master's Degree in Public Health, or related field and three years of satisfactory full time public health administrative experience; or (b) An equivalent combination of training and experience indicating the ability to perform the duties of the job. NOTE: All appointments to the position of Public Health Director must be approved by State Commissioner of Health.
